1As as a library I want to have my my EC2 environment configured when I deploy SimplyE so I can host and store content locally in SimplyE.
2 As an implementor of SimplyE Circulation Manager I want to be promoted for configuration rather than authoring and publishing the configurations and parameters in a YAML file so I don't miss or skip information.  
3 As an implementor I want to add my certificates to my servicer install when setting up SimplyE so I do not have to configure it after installation.
